"The rich do not go to the trenches": in Transcarpathia, they react with indignation to the "know-how" with 35 thousand from people's deputies

Discussions about the process of general mobilization in Ukraine are still ongoing on Facebook.

The Verkhovna Rada is working on a number of bills in this regard, and some of them seem to many Ukrainians, as they note, to be completely absurd. One of the new bills, which MPs have been working on for a long time, concerns the economic reservation of men. Its essence lies in the fact that a number of conscripts with a "decent" level of salary can legally evade the army.

The innovations, if registered, will significantly change the further course of mobilization, the society is convinced. The draft law is intended to be registered by the end of March 2024. There are two models of such "know-how", according to the Verkhovna Rada. As the head of the Verkhovna Rada Committee on Economic Development, Dmytro Natalukha, said in a comment to Suspilne, this draft law was discussed at the end of January, so this is not news.

"About the fact that there are two models. One model is, in fact, a model that was born in the President's Office, about 35 thousand. And the second model is the one we are working on with the team. This is a model of paying an additional military fee for each reserved person, regardless of their position, salary or any other criteria," the MP said.

According to him, the amount of this military fee is 20 thousand hryvnias for each reserved person. The two basic models are different. The first of 35 thous. UAH does not provide for individual entrepreneurs and will not apply to them. In addition, since this is a salary, at least a third of the funds will go to the local budget, and not directly to the Armed Forces.

Natalukha also noted that the minimum wage, from which 35 thousand hryvnias can be reserved, will be higher than the minimum wage in the army, which today is a little more than 20 thousand. UAH. Such an initiative may be perceived rather ambiguously.

"That all these accusations that we hear from time to time from opponents of mobilization, that not only were they taken into the army, but also gave such a salary that does not allow them to feed their families, this will strengthen their arguments, we would not like this very much. On the other hand, there is a positive aspect, this model whitens wages that are paid in envelopes. It may be that a lot of these salaries will go from envelopes to white salaries in order to book employees," Natalukha said.

He noted that the model of paying an increased military fee does not aim to whitewash salaries.

"Our goal is precisely the accumulation and mobilization of finances and financial resources, specifically for the Armed Forces of Ukraine. That is why we want to go through an increase in the amount of payment of the military fee, so that this money goes exclusively to the Armed Forces, not to any local budgets, not to any other funds, but specifically to the Armed Forces," the deputy said.

At the same time, the deputy model provides for the possibility of reserving individual entrepreneurs.

"We do not have a criterion for minimum wages, positions, which probably allows us to say that we do not create this imbalance, that is, formally, if you are not fighting and you are booked for 20 thousand rubles. UAH, then you can absolutely adequately say that you pay 20 thousand. hryvnias for someone who is fighting," he said.

The MP noted that during the Prime Minister's public speech on this topic, he said quite general things, without any specific clarifications. It is expected that by the end of March the draft law will be registered in the Verkhovna Rada of Ukraine. It will not be within the framework of the draft law on mobilization. The draft law on mobilization should go its own way and there should be "a minimum number of things that may pose a threat of its non-adoption."

"We support mobilization, but our philosophy is that economic reservation will contribute to the financing of this mobilization and, therefore, accelerate the rotation and demobilization of our soldiers," the MP said.
