On Saturday, April 6, during the consideration of amendments to the mobilization bill, the Committee on National Security, Defense and Intelligence of the Verkhovna Rada returned restrictions on the provision of consular services to citizens of Ukraine abroad without military registration documents.
This was reported by MP Iryna Friz.
She also highlighted two more important decisions of the committee. In particular, after additional discussion at the request of the Ministry of Defense, the introduction of the electronic cabinet was left as a right (opportunity), not an obligation. It was also decided to revise the amendment, which rejected the temporary restriction (blocking of accounts, prohibition of driving, traveling abroad) in case of evasion of mobilization.
At today's meeting, the Committee formed the motivational part of the draft law on mobilization. Iryna Friz published the version, which is taken as a basis:
- citizens who have expressed a desire to sign a contract with the Ministry of Defense of Ukraine will be able to choose a unit from the list of units approved by the General Staff;
- additional remuneration is paid monthly in accordance with the procedure established by the Cabinet of Ministers of Ukraine;
- servicemen who perform combat (special) tasks during combat (special) operations on the line of combat contact with the enemy to the depth of combat (special) tasks by a military unit (subdivision, including a consolidated one) of the first echelon of defense or offensive (counteroffensive, counterattack) up to and including a company stronghold, as well as on the territory of the enemy (including in the territory between the positions of enemy troops and their troops in the areas of military (combat) (i.e., on the territory of Ukraine temporarily occupied by the Russian Federation), for every 30 days (cumulatively calculated) of the fulfillment of such tasks, a one-time remuneration in the amount of UAH 70,000 shall be paid in accordance with the procedure established by the Cabinet of Ministers of Ukraine;
- military personnel shall be paid remuneration for destroyed (captured) weapons and military, combat (special, specialized) equipment of the enemy in the amount of 4 to 80 subsistence minimums for able-bodied persons, established by law as of January 1 of the calendar year, in the manner and amounts established by the Cabinet of Ministers of Ukraine;
- military personnel (except for military servicemen and cadets of higher military educational institutions, higher education institutions with specific conditions of study, as well as higher education institutions that include military institutes, faculties of military training, military training departments, military training departments, institutions of professional pre-higher military education, who were not in military service or were in military service before enrollment in training, military service) shall be paid monthly remuneration for the peculiarities of service in the amount of UAH 10,000 in accordance with the procedure established by the Cabinet of Ministers of Ukraine";
- servicemen will be entitled to compensation of 50 percent of the down payment on a loan secured by a mortgage in accordance with the Terms and Conditions of Provision by the Private Joint Stock Company "Ukrainian Financial Housing Company" of affordable mortgage lending to citizens of Ukraine and an additional UAH 100 thousand after the first year of military service and another UAH 100 thousand after the second. Compensation is provided to a serviceman only once during the entire period of his military service;
- Penalties, penalties for non-fulfillment of obligations to enterprises, institutions and organizations of all forms of ownership, including banks, and individuals, as well as interest for the use of the loan are not accrued, except for loan agreements for the purchase of property that is or will be attributed to the objects of the housing stock (residential building, apartment, future real estate, object of unfinished housing construction, property rights to them), and/or a car;
- One month of service is counted for three months of service, during which the person was directly involved in the implementation of measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, being directly in the areas and during the implementation of these measures during martial law.
"The final version of the motivational package will be approved at the next meeting of the Committee. The decision on dismissal from military service was postponed to the next meeting. De facto, consideration of the bill is planned at the next meeting of the Verkhovna Rada of Ukraine," Iryna Friz said.
