To pay off mobilization "at the "legal level": what should be the salary so that they are not taken to the army?

 Despite the fact that tense hostilities in the eastern part of the country have been going on in Ukraine for the second year in a row and the process of general mobilization has continued, there are not so many people who want to join the army. At the same time, servicemen who have been in military hot spots for more than a year need rotations. 

One way or another, the process of mobilization in Ukraine is gaining momentum. Men in different places continue to be served summonses and sent to the front. In many regions, eyewitnesses say that the mobilization process often takes place "by force". Incidents in which the use of force against conscripts is recorded have already happened many times in Zakarpattia. We wrote about this in a previous publication. People were snatched directly from minibuses at Irshava bus stations.

One of the cases where a man was forcibly pushed into a car was recorded in Mukachevo district. A passer-by was also beaten in broad daylight. But at the TCC in Svalyava district, a man's mobile phone was taken away and he could not contact his relatives. This was told by the Transcarpathian soldier Maksym Andriychuk.

And here is another incident this year in Uzhhorod. The victim's daughter wrote about this on Facebook. Her father was forcibly taken to the military enlistment office right next to one of the shopping centers, after which he was sent from Uzhhorod to another region.

Mobilization by mobilization. But is it "legal" to buy it off.  What does the Government say?

Ukraine continues to work on the draft law on mobilization – it will contain both updated provisions and points of the priority version of the draft law and will clearly regulate the conscription process. However, representatives of some professions will still be able to "pay off" from mobilization.

This was announced on the air of the telethon by the executive director of the Work.ua job search site Artur Mikhno, writes "Apostrophe".

According to Mikhno, certain categories of professions that pay high taxes to the state budget have a chance not to be drafted.  As he notes, such exceptions can be applied to managerial positions and other specialties that can allegedly "buy off" from conscription.

He pointed out that a certain number of Ukrainian citizens currently receive wages exceeding UAH 35,000, in particular, this applies to:

  • representatives of the IT industry,

  • managerial positions,

  • heads of departments of companies,

  • directors of companies,

  • some working specialties: toner, car painter, reinforcer, tiler.

Mikhno comments on this as follows:

"For example, if you look at 'toner', 'auto painter', 'rebar worker', 'tiler', then the average salary that we see in vacancies is higher than 35 thousand."

In addition, the executive director stressed that sales workers, regional managers and sales consultants also have a high level of wages:

"I also look at areas related to sales, and positions such as "regional manager", "sales consultant", which work in a business-to-business format, very often offer salaries higher than this mark."

Therefore, representatives of these and other professions who receive a salary higher than 35 thousand hryvnias and pay high taxes to the state can legally avoid mobilization.

MP from the European Solidarity faction Oleksiy Goncharenko has previously stated that those employees who earn from 35 thousand hryvnias, pay personal income tax of at least 6.3 thousand hryvnias and single social tax of at least 7.7 thousand hryvnias will be able to receive reservations from the service.

Exemption from military service for health reasons. Who can fail to serve?

Persons liable for military service who have health problems during martial law are divided into two categories:

    • limited fitness – can be called up if necessary with a limited list of places and specialties in which they will perform military service;
    • those who are unfit for military service are removed from the military register.

    In some cases, it may be prescribed to re-undergo the Military Medical Commission after six months to confirm the state of health of the person liable for military service.
