Border regime in Transcarpathia: who needs to have a special permit

This was reported by the Western Regional Directorate of the State Border Guard Service of Ukraine.

In accordance with the implemented changes, a special border regime has been established and free entry, stay, residence, movement of persons and work not related to the defense or protection of the state border is prohibited within land plots 30-50 meters wide along the line of the state border on land, along the bank of the Ukrainian part of the border river, lake or other reservoir, which are provided for permanent use to military units of the State Border Guard Service for construction, arrangement and maintenance of engineering and fortification structures, fences, border signs, border clearings, communications. Control over compliance with the special border regime is entrusted to the State Border Guard Service of Ukraine.

Restrictions are also imposed on the stay of persons in the border zone. Citizens of Ukraine, foreigners and stateless persons may enter, stay, reside, carry out work and enter the border zone with the permission of the relevant body of the State Border Guard Service, which directly performs the task of ensuring the inviolability of the state border in a certain area of responsibility, if there are documents proving their identity. Such a permit is issued by the border guard body of the State Border Guard Service of Ukraine.

In order to obtain a permit for entry, stay, residence, work and passage to the border zone, a person has the right to apply to the relevant body of the State Border Guard Service. Permission to enter, stay, reside, carry out work and pass to the border zone is valid only on the territory of the area of responsibility of the body of the State Border Guard Service, which granted it.

Not later than ten working days from the date of receipt of the application for granting/invalidation of the permit and the documents attached to it, the body of the State Border Guard Service shall make a decision to grant the permit, to refuse to grant the permit or to recognize the granted permit as invalid. The form of the permit and the decision to refuse to issue it or invalidate it are approved by the relevant order of the Ministry of Internal Affairs, which will come into force after its publication.
