Andriy Panasyuk, a 41-year-old resident of Khmelnytskyi, passed away two days after his visit to the Khmelnytskyi United City TCC and SP.

He was taken there by the TCC officers, who met the man on the morning of March 27 in one of the Khmelnytskyi shops on Ternopilska Street.

This was stated by Natalia Kushlak from Khmelnytskyi in a comment to Suspilne, who posted a post about the story that happened to their son Andriy on social networks.

The woman claims that Andriy could not fight because of his illness.

"He didn't even serve in the army, he wasn't hired because of health problems. And then, like some kind of criminal, he was twisted, stuffed into a car and taken to the TCC, where he was bullied and humiliated," says Ms. Natalia.

According to her, her husband went to the store in the morning to shop and stopped communicating.

"We couldn't understand where he had gone, because he told his wife that he would be back right away. Closer to lunchtime, Andriy picked up the phone and said that he was at the military registration and enlistment office..., that he had been brought here and was being held, and that they were not letting him out. He complained that his blood pressure had risen and he felt very bad, that he asked for help, but, according to him, he was told that they would help near Avdiivka," says a relative of the deceased.

In the premises of the TCC, Andriy Panasyuk, according to his mother, passed the military medical commission. At the MPC, he was given a referral for examination by doctors of the cardiology dispensary. They had to give their opinion on the state of health of the man.

"He was supposed to go to the cardiac dispensary the next day, at 9:00 a.m., but then he was already in the Khmelnytskyi city hospital, where doctors were fighting for his life," says Natalia Kushlak.

The woman claims that Andriy was released from the premises of the city TCC at about 4:00 p.m. in a pre-stroke state, without calling an ambulance to him, although he already had all the signs – loss of coordination of movements, incoherent speech.

"By some miracle, Andriy was able to get home with a blood pressure of 220/189. And already at home, in front of his wife, he just fell. An ambulance was called, but time was lost – Andriy fell into a coma in the ambulance," says the mother of the deceased.

Natalia added that doctors at the Khmelnytskyi City Hospital had been fighting for her son's life for 2 days. On the night of March 28, they underwent an urgent neurosurgical operation. However, "brain lesions turned out to be incompatible with life." The funeral took place on March 31.

What the CCC says

The Khmelnytskyi Regional TCC and SP published an official statement on the incident on its Facebook page.

They claim that Andriy Panasyuk was served with a summons "to clarify military credentials and pass the Military Medical Commission", because he had no grounds for a delay and was wanted.

"However, during the passage of the MPC, the disease was detected in the citizen. Taking this into account, he was sent to a medical facility for further examination," the military registration and enlistment office said.

The TCC assures that the deterioration of the health of the person liable for military service and death occurred already in a medical institution during the examination.

"Therefore, the information disseminated on social networks about ignoring a citizen's complaints about the state of health is not true. As well as about physical influence or threats from the servicemen of the territorial recruitment center," the TCC summed up.
