Thousands of convicted and imprisoned citizens want to go to the front to defend Ukraine. Therefore, the mobilization of convicts will obviously be carried out. Currently, the government is actively working on a bill that would satisfy everyone: MPs, commanders of the Armed Forces of Ukraine and government officials themselves.

This was announced on the air of the TV channel "We are Ukraine" by the Minister of Justice Denys Maliuska.

Thousands of citizens serving sentences for criminal offenses are ready to defend Ukraine. They strive to become full-fledged warriors to defend the Motherland together with the rest of their compatriots, says Maliuska.

At the same time, there is still no agreement between the branches of government and field commanders on how the process of mobilization of convicts should take place, which of them will be subject to conscription, and under what conditions people with a criminal "mark" in their biographies will serve.

"Actually, why the bill has not yet been registered. Because we wanted the position to be unequivocally agreed upon by the government, the deputies who participated in the discussion, and the Armed Forces. So that we do not postpone the discussion about the mobilization of convicts to the walls of parliament, and this was already a pre-agreed position," Maliuska said.

The military demands to limit the possibility of mobilization for some convicts. In particular, we are talking about the following categories of criminals:

  • violators of military discipline;
  • citizens who have committed crimes against statehood.

"Actually, such categories, probably, do not fall under mobilization. But again, the last point will be put by the parliament," the minister said.

 There is also another important point that will obviously be taken into account in the bill. Not all field commanders prefer to deal with prisoners. Some categorically do not want people with criminal "baggage" in their unit. And some field commanders, on the contrary, are ready to take such a contingent under their command. Therefore, obviously, separate military detachments will be formed from prisoners.   

"Most likely, these will be separate detachments. But in any case, only commanders who understand who they will deal with, how to work with it, will receive the appropriate units," the official said.

Therefore, in the near future, the Ministry of Justice hopes to develop a draft law on the mobilization of convicts that would not raise objections from anyone. Such a document is almost ready, and soon it should be registered in the parliament.

"I think that next week it (the bill - ed.) will be registered and at the next meetings of the sessional Council it will be voted on in the first reading... I expect that this will definitely be spring, not later," Denys Maliuska summed up.
