A hundred criminal actions and colossal earnings: several officials will be tried in Transcarpathia (PHOTOS).

In Transcarpathia, two employees of government agencies and a customs broker will be tried for forgery of phytosanitary certificates for grain exports.

Prosecutors of the Uzhgorod District Prosecutor's Office and the Zakarpattia Regional Prosecutor's Office sent to the court materials on an organized group of three people on the facts of unauthorized change of information processed in automated systems and forgery of official documents (Part 3 of Article 28, Part 3 of Article 362, Part 3 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine).

It was established that the criminal transaction was organized by the chief inspector of the Department of the State Service of Ukraine on Food Safety and Consumer Protection in Zakarpattia region. As accomplices, he involved an employee of the Zakarpattia Regional Phytosanitary Laboratory and an entrepreneur – a customs broker.

"The defendants issued fake phytosanitary certificates to grain exporters for a monetary reward. Without sampling products, they indicated in the documents data on its compliance with the requirements and entered all this into the specialized information system PHIS, access to which is available to employees of the State Service of Ukraine on Food Safety and Consumer Protection," the statement said.

The defendants acted according to a pre-agreed plan: the customs broker looked for clients and persuaded them to speed up the process of obtaining the necessary package of documents for payment. Subsequently, she provided data on vehicles and cargo to employees of government agencies.

"Law enforcement officers managed to establish almost a hundred cases of issuing phytosanitary certificates falsified in this way. Sometimes the transport with products was even outside Transcarpathia, but the documents referred to the alleged inspections of the cargo and the selection of grain samples for examination," the department said.

The pre-trial investigation was carried out by investigators of the Uzhhorod District Police Department and the Main Directorate of the National Police in Zakarpattia region with the operational support of the Criminal Investigation Department of the National Police of Zakarpattia.

Note: in accordance with Art. 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and may not be subjected to criminal punishment until his or her guilt is proven in accordance with the law and established by a court verdict of guilty.
